In this world, public sex and nudity are not just completely legal, they are commonplace and are an important part of life. People are always horny and in need of release, and there are virtually no sexual taboos. Contraceptives are provided in the water supply, so there are no worries about unwanted pregnancies. Women don't have to worry about menstruation and men don't have to deal with refractory periods. STDs are nonexistant since everybody is vaccinated against them. Sexual fluids get everywhere, but magically don't harm electronics or sensitive equipment.

A couple decades ago, a series of laws were introduced, making all people over 18 years old, regardless of gender, available for anybody to sexually use.

More specifically, these laws allows you to require any adult to:

• Strip
• Fondle
• Masturbate
• Cum on someone or something
• Kiss somebody
• Eat pussy
• Suck a cock
• Use a sex toy
• Have vaginal sex
• Have anal sex

Obviously any kind of consensual sex is allowed, but this has some interesting consequences. For instance, anybody can freely touch themselves wherever and whenever: they only need the permission of themselves. This also means that you can finish anywhere you want too, on the floor, on somebody's bed, or even on another person without having to invoke your right of free use.

There's a lot of flexibility with what you can do as long as it's reasonable. For instance, since there is no effective limit to how many people you use, you could "use" a guy and a girl, and require them to 69 while you watch. You could order that cute girl to come to your room even if it's a little out of the way, as long as most people would consider it "reasonable".

There are restrictions, however:

If using somebody would cause them to, say, lose their job or not be able to attend class, that's not ok. If you really wanted to use them, just go to their place of work and fuck them there, for instance. In the unlikely chance their work didn't allow you in, just wait until they finish and head home.

You can't harm or abuse the people you use. While technically allowed, anybody who uses a sick, weakened or tired person is a total jerk. If somebody resists you despite being free use, you can't force them.
