Steve Rogers wasn't up to take the super soldier serum. The Shield agency was furious, they couldn't find anyone.

Colonel Phillips: This damn assignment won't work..we still haven't found the right person.

Mrs. Adams ( Lead Agent): Have Faith.... somebody will eventually be found..

Mrs. Adams looks out of the window from the office and sees Peggy Carter walking

Mrs. Adams: Who is that?

Colonel Phillips: Who her?...that's Peggy Carter, an agent in my department.

Mrs: Adams: Hmmm..... I want her.....give her the serum..

Colonel Phillips: You out of your mind? She's no fighter.

Mrs. Adams: She could learn, come on..give her a chance..

They argue about it for a while about eventually she makes him say yes.

Colonel Phillips: Fine...I guess...but you do realize Ms. Carter is the same woman that showed up here in her underwear last year, right?

Mrs. Adams: We can fix her.....and why did she show up here like that?

Colonel Phillips: The woman's dress got caught in the door of a cab.......you better be right about this..

Mrs. Adams: Oh I know I'm right!

They proceed with Agent Carter as the new face of America.

2 days later, she is put in a machine and given super strength. Ready to do justice.

But this idea won't go as they planned..
