Here, due to the rules of the Catholic faith, those who were not baptized before their death are barred from Heaven. Those who are still legally children, however, will wind up in Limbo (like how people are still legally children before they turn 18 in America). Because Limbo is famous for housing unbaptized babies, anyone who winds up in Limbo are treated like babies. They are cared for by Judy's (angel-like beings that act as their nurse-maids and wardens), they are fed baby-food and milk, they cannot walk and have to use diapers.
