It has long been debated if the houses being decided by the place of birth was a good idea or not. After much debate, it has been decided that in the 1180 year of the calendar Garreg Mach will test this idea by having a second house where anyone can join no matter where they are originally from. The class will even be larger than the normal classes with 10 students instead of eight.
