Madam Warwicks Academy for Troubled Youth.

Madam Warwick's the brainchild of Annabeth Warwick, (a former prison warden) and Frank Edwards (a retired IT engineer and veteran). The converted estate in upstate New York first opened its doors in 2005 to a carefully selected group of two hundred 18-20 year old female students. The student body had grown to over 800 in the ensuing years.

The school is a sort of last resort option, the girls usually sent by the state but sometimes parents would contractually obligate their child right before they turned 18. Usually bullies, sometimes drug offenders, occasionally just an innocent girl who's parents overreacted. The girls are taught humility, discipline, and to have no shame and a healthy confidence in their bodies.

The whole process wouldn't have been possible without Frank Edwards and his magnetic clasp innovations. It started as a simple enough design, but had gone through several versions over the years. While the uniforms at Warwicks' might appear to be fairly ordinary schoolgirl uniforms (if a bit short in the skirt).
Currently the staff had more control than ever. Every piece of clothing worn by a student of Madam Warwicks was held together by electromagnets. rechargeable watch batteries hidden in the lining by each clasp or overlapping seam giving the wearer up to 12 hours of security on a full charge.

However every staff member as well as the parents or victims of the student (where appropriate) have access to a phone app where they can make adjustments to the connections, each piece of clothing can be modified remotely, setting them to fail on a timer, immediately, or if the student passes certain boundaries (they must be specially set to allow the girls to leave the large estate grounds).

The first few years of the Academies existence were full of legal struggles. Certain policies were toned down, fines were paid, clauses were added to in-processing paperwork and loopholes were found. Annabeth Warwick using her contacts within the justice system to ease certain approvals, even so certain policies such as mandatory birth control to avoid any monthly unfriendliness was still a difficult fight. Helped by the fact you could not argue with her results, they had won out eventually, owning to the fact the women could always leave the program at anytime they wished...with a large financial burden as they would have to payback all expenses, court costs and assorted other fees, in many cases facing prison as program completion was the alternative to serving time.

Nudity was a powerful motivator, it took the wind out of even the toughest and most obstinate rebel to suddenly find herself stripped of everything but her shoes. When asserting your authority making the other party feel powerless was an invaluable tool. To shake the foundation of these women, first teaching them shame and to respect authority. Then counseling them to overcome that shame was the stated mission of Warwicks.

The school got most of it's funding via scared straight programs, highschools and colleges sending students as a threat of what could happen, and as a tourist destination, many areas of the school being open to the public, VIP access was also available for people of means. This was encouraged as it ensured the girls didn't get accustomed to being naked around the same people.

In addition to just general nudity as punishment, viewing platforms and harnesses were also available throughout campus in locations of varying traffic. For serious breaches of conduct the vibrating sawhorses in the center of campus are a known favorite, Always packed with camera carrying tourist, these hasn't seen a student yet who won the fight against that very public orgasm.
Field trips for community service were also common. The girls could often be found cleaning parks, or washing windows and cars in the middle of a busy business district. The thin black foe-leather collar and I.D. tag around their neck all that is legally required for them to be out in public.
The remainder of the schools funding came from government grants and the subscriptions to its network of cameras. A basic subscription giving you access to the public areas of the school, but subscribers having the option to add access to a specific students dormroom and 'private' bathroom were only a couple dollars extra each month. As the girls clothing would automatically remove itself after 10 minutes in her own dorm, these packages were fairly popular. The girls would sometimes be made to handout business cards offering a month of free access to their personal quarters as well as their shower schedule to boost awareness of the school or as a way to say thank you. As a general policy they also gave that access to any victims of the student to help them feel empowered.
