In 2044, female crime had risen by 400%. In response, the President of the United States announced the N.F.P. (Naked Female Program). The program required that all females aged 18-40 were required to attend school naked.

Many people thought the president was either senile (he could never string a sentence together) or just a dirty old man (which was entirely accurate) but the media dismissed all that as a 'conspiracy theory'.

Others believed that it wasn't even the president's idea. Some blamed the Vice President, others blamed the private sector, some blamed the Jews and some blamed the Russians.
