As you are well aware, the diversity of our society is important and as a result, the breeding lottery has been implemented to assist with this.
You have been selected to breed with men who are of sub Saharan African origin.
As a winner of the breeding lottery you are required to submit yourself for the sexual pleasure of the selected breeders. Any man that presents a blue breeding card as the absolute and immediate right to copulate with you and attempt to impregnate you.
Your quota is not less than 20 impregnation attempts over the period.
This means you must engage in full and concluded vaginal intercourse with not less than 20 men over the next thirty days. Please note that the quota is a minimum expectation and you are to remain completely sexually available for the full 30 days.
You are required to immediately stop any birth control you have. If you have an IUD, please take the attached certificate to the nearest hospital or medical centre where the device will be immediately removed at no cost to yourself.
If you refuse to make yourself sexually available, or do not achieve the quota, then the state reserves the right to render you to a secure facility for the purposes of forced breeding.
For your convenience, you will find a list of the rules and regulations attached to this letter. Please read these carefully as departure from these rules may result in your entry into the forced breeding programme.

Rules and Regulations
1) This document contains the rules and regulations for participants in the breeding programme. For convenience, the rules and separated into those that apply to female and male breeders.
Rules and Regulations Covering Female Breeders
Availability
2) You are required to wear clothes that advertise your availability. Short skirts, tight tops and fishnet stockings are recommended.
3) You are required to wear the tag in a place that is obvious from all angles. Two tags have been provided. Using these as earrings has been found to be effective.
4) If asked whether you are an active breeder you must always answer in the affirmative.
5) It is forbidden not to go out and about during your breeding period as this may lead to underperformance and entry into the force breeding programme.
Records
6) It is your responsibility to ensure that each coupling is recorded. If you fail to record a coupling then it does not count towards your quota and you will need to undertake an additional impregnation attempt to make up for it.
Recording an insemination
7) Attempts can be recorded by the male participant by signing your breeding log. These will be added to the public record.
8) If you forget your log, a breeding attempt may be recorded if the male breeder signs your body. In this case you must attempt to locate a policeman who will update the public record. The policeman may require further evidence in the form of seminal fluid discharge from your vagina. You must submit to any evidentiary testing requested.
Non-compliance by a breeding partner
1) If the partner does not confirm the attempt using either of these two methods, then you can apply for the copulation to be entered into the public record.
2) To do this you must find a non-related witness to submit photographic evidence of the attempt.
3) The photograph must meet the following conditions.
a) It must clearly show your face
b) You must be fully nude between vulva and face
c) Your vulva must be clearly visible. Note: A position with legs spread is recommended as this provides the best chance that the claim will be accepted.
d) There must be evidence of seminal fluid oozing out from your vulva. You may use a single finger, not inserted, to pull at the skin to part the lips of your vulva to facilitate the display of semen.
4) The photographic evidence must be submitted by the witness who cannot be a:
a) family member,
b) classmate,
c) ex classmate, or
d) of the same gender as the breeder requesting the record be added.
5) It is up to you how to find a suitable witness willing to follow the process above.
6) Claims take from 10 to 15 days to be processed. We recommend that you continue to work towards your quote while the claims process is underway.
Allowable Acts
7) The state recognises the importance of maximizing the chance of successful copulations therefore the following rules have been established to maximise the chance of arousal in the breeding pair.
Standard Acts
8) These apply to any male breeder who, to maximise the arousal of the male partner, may:
a) Engage in anal penetration. If you have hygiene concerns you have the right to require the male breeder engage in anal intercourse after vaginal sex. In this case, anal penetration cannot be refused.
b) Require you to manually or orally stimulate them. Oral stimulation has been found to be particularly effective at ensuring successful arousal.
c) Require you to assume a position that is pleasing to them. If the position is uncomfortable, you may contest this request by submitting photographic evidence that the position is unsustainable for extended periods. The website lists a number of positions that are deemed appropriate in all cases such as hands and knees or on your back, legs spread.
d) Utilise the assistance of their friends or acquaintances, in which case those friends and or acquaintances in which case you must manually or orally stimulate the friends and acquaintances or make yourself available for anal stimulation if requested.
e) Require you to remove and or all articles of clothing, whether before, during or after the act.
f) Call you, or allow any friends, acquaintances, colleagues, witnesses, or bystanders to call you any names for the purposes of arousal, including but not limited to slut, whore, bitch, ho, cunt, etc.
g) Write appropriately pleasing names on your body to assist with arousal.
h) Grab, squeeze, pinch, slap, spank or fondle any part of your body or ask that any friend, acquaintance, colleague, witness, or bystander do so on their behalf.
Special Cases: Restraints
9) The state recognizes that some male breeders cannot fully perform without additional equipment, either for improved arousal or improved access. In those cases, the male breeders have applied for and received permission to use the following additional equipment as per the certification on their card.
10) The certifications are:
a) Light bondage
b) Heavy bondage
c) Light humiliation
d) Heavy humiliation.
11) In the case that you are presented with light bondage certification, you must allow:
a) the use of leather cuffs on wrists or ankles
b) the cuffs to be connected or attached using suitable and supplied lengths of chain.
12) In the case that you are presented with light bondage certification, you must allow the same equipment as light bondage with the addition of:
a) Metal handcuffs
b) Spreader bars
c) Rope
13) In the case that you are presented with light humiliation certification, you must accept any of the following gags when offered to you:
a) Ballgags,
b) Gags made from cloth, or
c) Panties inserted into the mouth. In this case, you can insist on fresh panties that have recently been removed from yourself or some other person.
d) Buttplugs with smooth surfaces not greater than six inches in length and not greater than one inch in diameter.
14) In the case that you are presented with heavy humiliation certification, the rules for light humiliation certification apply with the addition of:
a) Ring gags
b) Spider gags
c) Nose hooks
d) Nipple clamps
e) Larger and more complex buttplugs
f) Peeled ginger inserted into the anus.
Special Cases: Accompanying Female Provisions
15) The state recognized that some male breeders cannot fully perform without the additional stimulation of additional partners. In those cases, the male breeders have applied for and received the accompanying female certification on their card.
16) With appropriate certification, the male breeder can require any accompanying female to be subject to standard acts.
17) A female is deemed to be accompanying if:
a) they have a blood or legal relationship with the female breeder.
i) Blood relationships include mother, sisters, daughters or cousins.
ii) Legal relationships include step mother, step sister, step daughter and sisters in law.
b) The female has similar appearance sufficient that a reasonable person would believe that they are related. So, for example, a blonde breeder with a blond companion may find the companion qualifies as an accompanying female
c) The female is well known to the female breeder. This can be determined by the behaviour that the female displays towards the breeder. Evidence can be talking to the breeder, providing the breeder with food, articles of clothing or treating the female breeder respect.
18) The participation of the accompanying female is the responsibility of the female breeder.
Rules for Male Breeders
19) Male breeders should make all reasonable attempts to ejaculate during vaginal intercourse.
