In 2011, a group of scientist developed a gene therapy treatment that prevented many types of diseases, especially of the STD variety. The tests showed that the genetic fixes would be passed on to the children if both parents were treated. With the improvement of technology, by 2016, treatments were no longer reserved for the rich and influential and were available and affordable worldwide. New cases of AIDS, HIV, and other diseases were waning and very few children were born with these medical conditions.

Only years later, after most of the world's population had taken the treatments, did the world notice a reduction in male births. The new human genetic structure now has a 5 to 1 birth ratio in favor of females.

There were the obvious responses and consequences to this of course. Polyamorous marriages, more women of power in civilized countries, medical researchers trying to find away to reverse the changes, and hundreds of other ideas both good and bad.

Whether it was God or some other Cosmic Entity who was responsible, someone decided humanity needed a guiding hand.

One day, the Collars started appearing around the necks of girls from the ages of 18 to 28, taking away their ability to reproduce. Every person who saw these collars, saw not a person, but a petgirl. People knew these petgirls were still human, but now knew they were not people, but pets to be owned like any other animal.

For the petgirls however, changes were not immediate. They could not see or feel the collars until they had accepted their fate as a petgirl. Nor would they believe they were petgirls until properly awakened. They will even help in awakening other petgirls without realizing their own petgirl nature, even if the same thing is happening to them. Once the process of awakening a petgirl starts, she will only progress, even if it seems the person awakening her failed in their manipulations; it will only make easier the next attempt.

With the collars came the rules, laws and facts that everyone knew and would know called The Collar Directives.

The Collar Directives

All unaware petgirls have paper thin collars and it is the duty of people to manipulate them into behaving the proper way. No unaware petgirl will ever accept being directly told they are petgirls. Those wearing black collars are wild petgirls. These petgirls have been away from home long enough and are not financially supported by their parents. As a result, the parents have lost the right of ownership. They also have no spouse; intimate relationships and fiances don't count. Once the process of awakening begins, a colored stripe will appear across the center around the collar to help guide people in the proper direction to manipulate her. Once properly awakened, the collar will instantly thicken and attain a proper color. Sexual use is acceptable for any color until the collar is thick.

_Gold collared pegirls have the flawless ability to detect lies. They have absolutely gorgeous bodies and are rather vain, but because of their innocent natures, are immune to rape from even the most heinous criminal. They tend to gravitate towards law enforcement professions, their bodies often eliciting confessions from both sexes. _They are close to human and therefore the connotations associated with bestiality do not apply. There is no transition time for browns and they are always awakened in the twenty-eighth year. Because as their nature as a natural stray, they have more durable stomachs.

_The petgirl hierarchy_ is Gold - Very Rare, Silver - Very Rare, White - rare, Red - rare, Green -uncommon, Blue - uncommon, Pink - common, Brown - common.

These petgirls have an upstanding personality and love to help others. The only petgirls that can give birth. Their memories of past their past life will seem as a dream. They will never accepted being owned by anyone. 1% of petgirls.

U.S. Federal Rules of Petgirl Ownership

No business or individual may own more than 3 petgirls. Petgirls may however be leased. There is no limit on the number of leases a business may acquire.

Parents and spouses of petgirls have until the petgirl Awakens to claim ownership. This does not apply to Wild petgirls.

Anyone of legal age may apply for ownership, but it is the petgirl who ultimately decides.

Very Rare petgirls may not be owned, but must register. They may own rare and uncommon petgirls. Blues excluded.

Rare petgirls may remain strays if they wish, but must register.

Uncommon petgirls have up to six months from Awakening to find an owner.

Common petgirls have up to one month from Awaking to find an owner.

A petgirl may be taken away from the owner if abuse of a petgirl can be proven. This does not apply Red or Blue collared petgirls. Spanking is not considered abuse unless used for sexual gratification. Bestiality is a form of abuse.

Stray red collared petgirls are immune from most prostitution laws as long as health and safety precautions are followed.

All owners must have proper tags for their petgirls or they will be mistaken for strays.

I may add new laws, but it would be rare if a do. If you have any rule suggestions, I will take them into consideration. Petgirl laws in other countries will most likely be defined by the first person writing a story taking place in that country.
