Unknown to the world at large, an app exists which can alter the very fabric of reality. Once activated, it is sent to select people who frequently visit a certain place. It can effect houses, schools, hospitals, or even entire towns and cities, and affect certain demographics in that place.

Anyone with the app can post messages which can be voted on. If a message gets enough votes then the reality as written becomes truth. For example, if the app was sent to all of the inhabitants of a town, and the message "The Thompson family lives at 123 Orchard Road" were written despite the family living there being the Smiths, the last name of the family would change to Thompson if the post got enough votes. The (now) Thompson's will remember the old reality, but will also feel compelled to obey the new reality.

Now, the question is, where does the app go?
